La reuni\u00f3n virtual tuvo lugar entre el 1 y el 3 de diciembre.[\/vc_column_text][vc_separator][vc_column_text] <\/p>\n<blockquote><p>El Comit\u00e9 Internacional de Planificaci\u00f3n para la Soberan\u00eda Alimentaria (CIP) es una plataforma mundial aut\u00f3noma y autoorganizada de organizaciones de productores de alimentos y trabajadores rurales en peque\u00f1a escala, Pueblos Ind\u00edgenas y movimientos sociales de base o comunitarios cuyo objetivo es promover el programa de soberan\u00eda alimentaria a nivel mundial y regional.  M\u00e1s de 6.000 organizaciones y 300 millones de peque\u00f1os productores de alimentos se autoorganizan a trav\u00e9s del CIP, compartiendo los principios y los 6 pilares de la soberan\u00eda alimentaria, tal como se indica en la Declaraci\u00f3n de Nyeleni de 2007 y en el informe de s\u00edntesis.  Acogemos con benepl\u00e1cito los resultados de los di\u00e1logos regionales y esperamos seguir celebrando consultas cada vez m\u00e1s inclusivas y participativas. En ese sentido, creemos que es esencial ampliar la participaci\u00f3n, involucrando plenamente a los peque\u00f1os propietarios, los pescadores en peque\u00f1a escala, los agricultores y los pastores. Habida cuenta de que los datos indican que los peque\u00f1os agricultores gestionan aproximadamente el 75% de las tierras agr\u00edcolas <a href=\"http:\/\/www.fao.org\/land-water\/overview\/covid19\/smallholders\/en\/\">[1]<\/a> del mundo y que las tierras ind\u00edgenas representan aproximadamente el 20% del territorio de la Tierra, que contiene el 80% de la diversidad biol\u00f3gica <a href=\"https:\/\/www.un.org\/development\/desa\/indigenouspeoples\/wp-content\/uploads\/sites\/19\/2018\/04\/Indigenous-Peoples-Collective-Rights-to-Lands-Territories-Resources.pdf\">[2]<\/a> restante del mundo -una clara se\u00f1al de que los Pueblos Ind\u00edgenas son los custodios m\u00e1s eficaces del medio ambiente-, creemos que es importante aumentar y garantizar un proceso de consulta plenamente inclusivo y participativo.  Nosotros, los Pueblos Ind\u00edgenas, somos los principales protectores de la biodiversidad del mundo, por lo que es esencial que se nos reconozca como los principales responsables de la toma de decisiones. Esto es lo que dice la meta 20 del Proyecto Cero del Marco Mundial para la Diversidad Biol\u00f3gica: \u00abPara 2030, garantizar la participaci\u00f3n equitativa en la adopci\u00f3n de decisiones sobre la diversidad biol\u00f3gica y asegurar los derechos de los Pueblos Ind\u00edgenas y las comunidades locales, las mujeres y las ni\u00f1as y los j\u00f3venes a los recursos pertinentes, de conformidad con las circunstancias nacionales\u00bb. Necesitamos un objetivo m\u00e1s ambicioso: los IPLC deben tener una posici\u00f3n de liderazgo en la toma de decisiones.  <div id=\"attachment_20783\" style=\"width: 235px\" class=\"wp-caption alignright\"><a href=\"https:\/\/www.foodsovereignty.org\/wp-content\/uploads\/2021\/01\/WhatsApp-Image-2021-01-12-at-16.09.33-1.jpeg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-20783\" class=\"wp-image-20783 size-medium\" src=\"https:\/\/www.foodsovereignty.org\/wp-content\/uploads\/2024\/01\/WhatsApp-Image-2021-01-12-at-16.09.33-1-225x300-4.jpeg\" alt=\"\" width=\"225\" height=\"300\" \/><\/a><p id=\"caption-attachment-20783\" class=\"wp-caption-text\">Cr\u00e9ditos: Gisela Illescas Palma<\/p><\/div>  Deber\u00eda garantizarse la participaci\u00f3n en todos los procesos de adopci\u00f3n de decisiones relativas a los RFGAA en los planos local, subnacional, nacional y regional, y deber\u00eda haber por lo menos un 50% de mujeres participantes; los gobiernos deber\u00edan proporcionar recursos a las organizaciones de Pueblos Ind\u00edgenas y de campesinos para la creaci\u00f3n de capacidad y para permitir la asistencia a fin de asegurar la participaci\u00f3n efectiva en los procesos de adopci\u00f3n de decisiones.  Los gobiernos tambi\u00e9n deber\u00edan establecer un mecanismo espec\u00edfico que incluya a las organizaciones de Pueblos Ind\u00edgenas y de agricultores sobre los RFGAA en los \u00f3rganos rectores intersectoriales, en particular los de agricultura, educaci\u00f3n, investigaci\u00f3n, extensi\u00f3n y comercio, a fin de asegurar un di\u00e1logo sostenido entre las organizaciones de agricultores y el gobierno (incluidas las instituciones de investigaci\u00f3n, extensi\u00f3n y educaci\u00f3n), y deben velar por que todos los documentos se difundan a las organizaciones de agricultores con tiempo suficiente para que se les preste la debida consideraci\u00f3n a fin de asegurar una participaci\u00f3n efectiva en los procesos de adopci\u00f3n de decisiones.  Es absolutamente necesario aplicar medidas a este efecto a nivel nacional lo antes posible. Tambi\u00e9n creemos que el Objetivo 19 debe ser completamente revisado. Es contrario a la participaci\u00f3n e inclusi\u00f3n de los PI y los CL recomendar que \u00abse ponga a disposici\u00f3n de los encargados de la adopci\u00f3n de decisiones y del p\u00fablico informaci\u00f3n de calidad, incluidos los conocimientos tradicionales, para la gesti\u00f3n eficaz de la diversidad biol\u00f3gica &#8230;\u00bb. Los PI y los CL deben tener el derecho y la responsabilidad de orientar las decisiones que afectan a la gesti\u00f3n de la biodiversidad, en lugar de tener que \u00abponer a disposici\u00f3n\u00bb los conocimientos tradicionales con el riesgo de que sean explotados y aplicados incorrectamente y descontextualizados por los encargados de la formulaci\u00f3n de pol\u00edticas.  Debe quedar claro que nuestro objetivo no es el 2030, el objetivo es hoy, ya fue ayer.  Por \u00faltimo, asegurar la inclusi\u00f3n de los Pueblos Ind\u00edgenas y las comunidades locales no es s\u00f3lo una cuesti\u00f3n de distribuci\u00f3n de beneficios, sino tambi\u00e9n una cuesti\u00f3n de derechos humanos. Es esencial abordar las cuestiones de inclusi\u00f3n y participaci\u00f3n, pero es igualmente necesario encontrar soluciones que aborden las cuestiones que afectan a los IPLC mediante un enfoque m\u00e1s hol\u00edstico que reconozca el v\u00ednculo inextricable entre la diversidad biol\u00f3gica y las culturas y conocimientos conexos y que se base en el respeto de los derechos humanos como clave para la conservaci\u00f3n de la diversidad biol\u00f3gica.
