{"id":1796,"date":"2022-10-21T10:31:28","date_gmt":"2022-10-21T10:31:28","guid":{"rendered":"https:\/\/www.foodsovereignty.org\/methodologie-centree-sur-la-population-peche-artisanale\/"},"modified":"2024-01-30T22:58:43","modified_gmt":"2024-01-30T22:58:43","slug":"methodologie-centree-sur-la-population-peche-artisanale","status":"publish","type":"post","link":"https:\/\/www.foodsovereignty.org\/fr\/methodologie-centree-sur-la-population-peche-artisanale\/","title":{"rendered":"Le CIP d\u00e9veloppe une m\u00e9thodologie centr\u00e9e sur la population pour le suivi des politiques de p\u00eache artisanale"},"content":{"rendered":"<p style=\"text-align: justify;\">Au cours de l&rsquo;\u00e9t\u00e9 2021, les membres du groupe consultatif SSF-GSF, avec le soutien du <strong>groupe de travail du CIP sur la p\u00eache<\/strong>, ont d\u00e9cid\u00e9 de d\u00e9velopper une m\u00e9thodologie pour \u00e9valuer la mise en \u0153uvre des Directives volontaires pour assurer la viabilit\u00e9 des p\u00eaches \u00e0 petite \u00e9chelle dans le contexte de la s\u00e9curit\u00e9 alimentaire et de l&rsquo;\u00e9radication de la pauvret\u00e9; le principal instrument international des Nations Unies pour prot\u00e9ger et promouvoir les droits des p\u00eacheurs \u00e0 petite \u00e9chelle, approuv\u00e9 par le Comit\u00e9 des p\u00eaches de la FAO en 2014.<\/p>\n<p style=\"text-align: justify;\">Les <strong>directives de la SSF<\/strong> ont une port\u00e9e mondiale et sont locales dans leur mise en \u0153uvre. Pourtant, pr\u00e8s de huit ans apr\u00e8s l&rsquo;approbation des directives, il existe peu de preuves empiriques de la mise en \u0153uvre effective des directives SSF. Dans le m\u00eame temps, les preuves soutenant les points de vue des mouvements et pointant du doigt le manque de mise en \u0153uvre des Directives SSF sont malheureusement limit\u00e9es.<\/p>\n<p style=\"text-align: justify;\">La <a href=\"https:\/\/www.foodsovereignty.org\/wp-content\/uploads\/2023\/05\/FR_PCM.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>m\u00e9thodologie centr\u00e9e sur la population du CIP<\/strong><\/a>\u00a0est en effet un processus participatif visant \u00e0 recueillir des informations qualitatives sur le statut des p\u00eacheurs artisanaux et \u00e0 les sensibiliser aux directives relatives au SSF. Elle prend en consid\u00e9ration tous les diff\u00e9rents aspects culturels et sociaux des p\u00eacheurs artisanaux qui sont g\u00e9n\u00e9ralement n\u00e9glig\u00e9s par les m\u00e9thodologies quantitatives et techniques. La m\u00e9thodologie vise \u00e0 \u00e9valuer dans les communaut\u00e9s et avec les communaut\u00e9s les progr\u00e8s de la mise en \u0153uvre des lignes directrices du SSF, \u00e0 examiner les violations des droits de l&rsquo;homme des p\u00eacheurs artisanaux dans le monde entier et \u00e0 d\u00e9terminer dans quelle mesure les \u00c9tats respectent et mettent en \u0153uvre les lignes directrices du SSF et leurs objectifs fondamentaux. L&rsquo;\u00e9valuation servira \u00e0 tenir les gouvernements responsables de leurs engagements volontaires et servira de base \u00e0 un plaidoyer continu au niveau national et r\u00e9gional ainsi qu&rsquo;au niveau international aupr\u00e8s de la FAO et d&rsquo;autres organismes des Nations unies.<\/p>\n<p style=\"text-align: justify;\">\u00c0 l&rsquo;occasion de la 35e session du Comit\u00e9 des p\u00eaches de la FAO (COFI), le Groupe consultatif (AG) du SSF-GSF a coordonn\u00e9 l&rsquo;\u00e9laboration d&rsquo;un <a href=\"https:\/\/www.foodsovereignty.org\/wp-content\/uploads\/2022\/10\/TNI_report-FR_web.pdf\"><strong>rapport pr\u00e9liminaire<\/strong><\/a> visant \u00e0 fournir quelques donn\u00e9es et analyses initiales sur l&rsquo;\u00e9tat de la mise en \u0153uvre des directives du SSF dans diff\u00e9rents pays du monde: <em>L&rsquo;\u00e9valuation centr\u00e9e sur les personnes de la mise en \u0153uvre des directives volontaires pour garantir une p\u00eache durable \u00e0 petite \u00e9chelle.<\/em>\u00a0L&rsquo;\u00e9valuation s&rsquo;appuie sur des informations substantielles fournies par des organisations de p\u00eache \u00e0 petite \u00e9chelle et des peuples autochtones de 21 pays.
