Declaration of Civil Society Organizations participating at the CSOs/NGOs
FAO Consultation for Europe and Central Asia
On 10th and 11th May 2010, 44 CSOs and NGOs, representing national organizations from 10 countries and 9 international organizations of the Region Europe and Central Asia, gathered in Yerevan before the Regional FAO Conference. They discussed issues on the agenda of the 27th FAO Regional Conference for Europe and the relationships between FAO and Civil Society. The Consultation was chaired by Abgar Yeghoyan, President of the Armenian NGO “Protection of Consumers’ Rights”. |

26 FAO Regional Conference for Africa Civil Society Parallel Consultation
(Luanda, May 3-7 2010)
We, representatives of organizations of farmers, fisherfolk, Indigenous Peoples, pastoralists, women’s groups, NGOs and other civil society organizations met on May 4 2010 here in Luanda to deliberate on issues affecting food security in Africa during the 26 FAO Regional Conference for Africa. The objective of civil society’s engagement in this process is to contribute critically and provide own perspectives informed by social organisations and communities experiences in their efforts to achieve food security and food sovereignty. The agenda of this conference is indeed rich, and the issues to be discussed are both timely and important, with some requiring immediate and urgent actions to put Africa back on growth and productivity curve.
Consultation de la Société Civile Parallèle à la 26ème Conférence Régionale de la FAO pour l’Afrique
(Luanda, 3-7 Mai 2010)
Nous, représentants des organisations de paysans, de pêcheurs, de Peuples Autochtones, de pastoralistes, mouvements de femmes, ONG, et autres organisations de la Société Civile réunis le 04 Mai 2010 à Luanda, à l’occasion de la 26ème Conférence Régionale de la FAO pour l’Afrique, pour discuter sur les questions de sécurité alimentaire en Afrique afin de proposer des alternatives. L’objectif de l’engagement de la Société Civile dans ce processus est celui de contribuer de façon significative et d’apporter nos propres perspectives tirées des expériences des organisations sociales et des communautés de par leurs efforts pour réaliser la sécurité et la souveraineté alimentaires. Le programme de cette conférence est riche et les problématiques à discuter sont importantes et ont besoin d’actions immédiates pour remettre l’Afrique sur la voie de la croissance durable. |

II Conferencia Especial América Latina (Panama, April 26-30 2010)
En Ciudad de Panamá, entre los días 25 y 26 de abril de 2010, el Comité Internacional para la Soberanía Alimentaria CIP (Coordinación Regional América Latina y El Caribe) facilitó la realización de la II Conferencia Especial para la Soberanía Alimentaria que antecedió a la 31ª Conferencia Regional de la FAO.
Provenientes de América Latina y El Caribe, los participantes, hombres y mujeres, campesinos, agricultores familiares, asalariados rurales, pescadores artesanales, jóvenes, Pueblos Indígenas y comunidades étnicas, redes ambientales y ONG´s, involucrados en la soberanía alimentaria y el derecho a la alimentación, nos reunimos para analizar el desarrollo económico y social de América Latina, el modelo industrial de agricultura y pesca y sus efectos sociales y climáticos, y las alternativas basadas en la soberanía alimentaria. |

2010-03-01 Proposal for an International Food Security and Nutrition Civil Society Mechanism for relations with the CFS Committee on World Food Security (UN)
The reform of the Committee on World Food Security (CFS) adopted by the CFS on 17 October 2009 and subsequently ratified by the FAO Council in November foresees that civil society organizations will autonomously establish a Civil Society Mechanism to facilitate their participation in the CFS and their interaction with its Bureau. This acknowledgement of civil society autonomy was one of the victories gained by the civil society members of the Contact Group established by the CFS Bureau early last year, in which the reform was crafted.
The civil society forum held in parallel to the FAO World Summit on Food Security last November gave a mandate to the civil society Contact Group members to continue to take responsibility for interfacing with the CFS Bureau until the new Civil Society Mechanism is operational (see Summary of Outcome of Working Group 1 of the civil society forum in annex to the attachment). The proposal for a Civil Society Mechanism should be ready to be submitted to the civil society meeting that will take place just before the next CFS session in mid October of this year.
We are attaching a first “Zero draft” of what the Civil Society Mechanism could look like and how it could function. This draft takes into account the outcome of the discussions on civil society participation on global governance of food and agriculture which took place at last November’s civil society forum and of a dedicated meeting held during the recent IFAD Farmers’ Forum. We are sending it out now to all of the potentially interested organizations whose contacts we have. We would appreciate it if you could send us your initial comments and suggestions by 31 March so that a second draft can be prepared for further iterative discussion among civil society organizations. Please do share the Zero Draft with other organizations that you think would be interested.

The Food and Agriculture Organization of the United Nations – FAO – has initiated the process of discussion that should lead to the adoption of Voluntary Guidelines for Land and Natural Resource Tenure. The following text gives a quick overview of this process along with its objectives and structure. It also calls for Civil Society Organizations – CSO – to participate in regional meetings coordinated by the International Planning Committee for Food Sovereignty – IPC – with the intent of discussing issues specifically relevant to civil society.

What is Food Sovereignty ?
Food Sovereignty
is the RIGHT of peoples, communities, and
countries to define their own agricultural, labour, fishing,
food and land policies which are ecologically, socially,
economically and culturally appropriate to their unique
circumstances. It includes the true right to food and to
produce food, which means that all people have the right
to safe, nutritious and culturally appropriate food and
to food-producing resources and the ability to sustain themselves
and their societies.
What
is IPC ?
The IPC is a global network of Civil Society Organisations
(CSOs) and Social Movements concerned with food sovereignty
issues and programs. It includes social organizations representing
small-scale farmers, fisher folk, indigenous peoples, pastoralists,
agricultural workers’ trade unions; sub-regional/regional
CSOs which act as regional focal points; CSOs and networks
with particular expertise in lobbying and advocacy which
act as thematic focal points.
The IPC serves
as a facilitation mechanism for the dialogue between Social
movements/CSOs and the UN agencies dealing with food and
agriculture. In particular, the IPC facilitated the participation
of CSOs to the World Food Summit, the World Food Summit:
five years later and the International Conference on Agrarian
Reform and Rural Development. |
